the folder is meant to be put on a DVD, the DVD runs the autorun.inf, which practically runs the setup.exe
if you were to run setup.exe it wouldn't do anything bad, it'd just bring you to the install page, you would have to enter in some options

I have a question
im going to eventually have two computers
and i want to use the windows 10 upgrade i get on the new computer, but aswell as the old computer
is it possible to fish out the key or whatever

if you have win7 or 8 on the new computer you should be able to just upgrade from that
