The west isn't even getting fully involved with CIA despite them having had actual effects on western nations.
I mean they're recruiting westerners, publically executing prisoners, orchestrating international terrorist attacks and causing mass emigration of refugees (who are causing their own issues to various national economies), and no one is lining up to go to war.

War promotes a good economy growth, so someone might go for it you never know. Not that its the positive type of economic boost, but historically it's been proven to work. You just have to be insane to do it.
