The orbital cannon will fire in two turns.  It fires a STUPIDLY OVERPOWERED laser beam from space every three turns automatically until the target is dead.  When it is done, it cools off and recharges based on multiple ground-based energy transfer beams.

I inform everyone on the ground about the beam, noting that they should probably stay back in two turns.  Also wear sunglasses and get behind something that prevents light from travelling through.
