In FPS games, Do allied NPCs actually do any damage when shooting or are they just there for decoration

On Smash Bros. (well at least on melee) your NPC allies will try to help but they do WAY more help the easier the difficulty is.
But if you play it on very hard mode, when you come across the giant enemy level, only one of your teammates will try to help while the other is a loving wimp and just hides.

in  half-life 2 episode 2: final battle: defending against the striders, the npcs don't do any damage against the striders, even with rockets.

Why do NPCs in Hitman shoot you in the face for running in the street, playing with a light switch, setting off a metal detector, or entering the wrong bathroom?

Seriously where the forget are you getting this all from? I've checked out Game Theory recently and their past videos to see if you had a reason for this. Nope.
