the alt jarl is also a nord and hes like the best political figure in the game, and the folks in whiterun and riverwood and even like markarth and solitude run from 'cool' to out-and-out appreciative of foreigners

its not that nords are tribal as a racial trait as much as there is a political force composed of nords that are all tribal

i play pretty much exclusively argonians at like 1.2x player scale, which means i exclusively play giant swordsman dinosaurs

Now that's prejudice. Come on, half of all the Keeps are Empire-alligned, including all of their guards who are all nords. The only Empire-alligned keep that has a significant non-nord population is Solitude, and only because it's housing an Imperial Army force.
Also, it seems no one wants anything to do with Elf-blood, lol.
Even the half-elf races (orc/breton) only have 1 vote between them.

Historically the Nords and Dark Elves have raided each others territories and warred against each other for centuries.

Prior to that the Nedes (early Nords from Atmora) landed in Skyrim and kicked out the Chimer (who would become the Dunmer). Then it's been constanc acts of retaliation for earlier offences for years.

It only really stops for a brief period during the time-frame of Elder Scrolls Online, with the Ebonheart Pact (which I don't believe is strictly canon).
