That mercedes has a damaged engine and is owned by a cop. You can tell that its engine is beat to stuff when you hear it idle and drive by.

No, there's three neighborhoods which are decent and safe, one of the three being the equivalent to LA with a mix of italian and british.

It has a license plate. Drug dealers don't use license plates or have their plates either bent so you can't see the characters or colored in with a black permanent marker.

That sounds like an extremely easy way to get pulled over and busted for possessing a large amount of drugs. I've heard of fake plates but that just sounds loving dumb. Why wouldn't they just take the plate off if they're gonna make it completely black?

I don't know if he meant completely black or not, but sometimes people here use black marker to obscure the actual license number.

Of course, this is an even easier way to get yourself stopped by the police than by drink driving, since the on-board police cameras scan all license plates they see and check them in the DVLA catalogue, and if it doesn't exist it gets flagged and the police car will just stop you.

It looks like a Mercedes SLK series. He's somewhat rich so he obviously doesn't live in Buenos Aires. Therefore he isn't familiar with the neighborhood.

pfft, you'll never get pulled over in the city unless you transit through the center, through decent neighborhoods, or highway entrances/exits. I've even seen motorcycles with a cardboard with numbers and letters on it as a license plate.
