No, there's three neighborhoods which are decent and safe, one of the three being the equivalent to LA with a mix of italian and british.

Well, the law states that you shouldn't park on the sidewalk unless it's allowed by a sign, you shouldn't cover a handicap ramp or park on the crosswalk. Doesn't say anything about how close you can park.

It has a license plate. Drug dealers don't use license plates or have their plates either bent so you can't see the characters or colored in with a black permanent marker.
