I actually have Intel but NVidia takes over so I actually have shaders, but yeah if you are only using Intel good luck getting shaders to work.

nvidia takes over probably means that you have a nvidia card so i dunno why you're so surprised

I experianced a laptop that could not run shaders AT ALL, it was all gray in the shaders section, also a bunch of other settings could not be used...
It denied to join my server in the lowest settings...

Maybe your graphics card isn't the best.

I did see posts somewhere about getting the latest version of Intel that actually let's you process shaders in BL

yeah for some reason on my mini itx i could do shaders and it has intel graphics
but my old laptop with the same HD 4000 couldn't do it
i never updated my laptops graphics drivers by my mini itx is always up to date

It's not just drivers, but the actual hardware itself that matters too. Just like there's many versions of "NVidia GeForce" or "AMD Radeon" cards, there's many different intel graphics solutions with different capabilities

Laptop hardware is usually weaker than desktop hardware, even when it seems to be the same model

A graphics card only costs $300 if you buy one in the $300 range.
There's plenty of cards for <$100. I can't help much because I'm not familiar with that low budget of equipment, but it doesn't take much to run a 10 year old game. It may not ruin very well at max shaders with a ton of bricks, though.

Also, he said "update drivers"
Drivers are software, not hardware. You go to the manufacturer's website, choose your model (or download and install their autodetect tool) and download the latest drivers. It may even be automatically downloaded with Windows Update or in the manufacturer's software (Nvidia has Geforce Experience, not sure what the others have)
