she'll have gotten over it or be in the process to get over it by now, it's no use twisting the knife and bringing it back up. i'd say the chance probably left when he blocked her, otherwise it would still be an option
if you're trying to get over something, an apology isn't "twisting the knife," it's the opposite. even if you don't forgive them it's better than them saying nothing
