Just in-case OP is taking Bisjac seriously I'd just like to remind you to not. Bisjac works exclusively with high-end computers, AFAIK having a budget is almost completely unknown to him. Bisjac only really has experience worth listening to once you're spending about $1000-1200 on a system.

George's build looks good for $400, you can get a cheap legit copy of Windows from here: https://www.reddit.com/r/microsoftsoftwareswap/ just pick a guy with a lot of positive comments and a "verified seller" or "moderator" flair to buy from

Op is not doing watercooling for $400-500, it's a waste of time and money and there's literally no reason to do it.

Let me put it like this; can you put the money towards a more powerful CPU, GPU, larger case, more fans, nicer peripherals or a better monitor? If there's room for any of that stuff in your set-up then you shouldn't spend money on watercooling any portion of your build

if you get the same model motherboard you shouldn't have any problems at all aside from having to go through the process of unplugging everything and putting them back in
