Why should Russia have to tell the US before they launch a missile at something?

Why should Russia have to tell the US before they launch a missile at something?
I don't necessarily believe that they should announce every time they make a move, but i do find it kind of improbable that one of the most advanced nations in the world would have a missile malfunction and those missiles end up headed towards a place where they have the potential to hit U.S. assets.

Anything can malfunction. It's not lime they were sabotaged or sent to Iran on purpose.

maybe if we needed to tell the United Nations, but otherwise no.

why should we give a stuff about telling Fatforgetistan whenever we fling a burger somewhere?
