The Saudi Royal Family seem to be behind these reforms and enactments, but they are, for now, strictly for males to ease the more, er, eager Islamic peoples.

Females, however, are offered a "basic skillset" class, where, er, "basic skills" are taught... apparently. Husbands and fathers of these females will get payed for allowing their daughters and wives to attend these sessions.

The U.S. government creates an orphan program where recruited orphans are subject to rigorous academic and training programs. The military component of the program trains recruited orphans for command positions and conditions them, typically for extreme conditions. For example, those with an aptitude for aviation will undergo high-g and survival training relatively early. The selection criteria is somewhat loose, but the program will generally recruit candidates from orphanages and some up for adoption. In eight to ten years, those who have finished the program will either be offered a position in the government/military or be sent to an institution for higher education. Those who go with the latter are generally recruited by government agencies. Successful military candidates will be a component of officer corps and special units.

These special units will be the core of National Clandestine Service combat and support assets from the armed services, such as tactical fighter squadrons.
