we put bleach in the tank, but i have high doubts of it killing them because they are still alive.

A Bic Lighter and some gasoline

Hydrochloric Acid, you can buy it at most pool stores.
Don't get it on you,  it will eat your skin.

Well if were talking appliances here, you could attempt to use a microwave, otherwise a blender could be useful.  If all else fails, buy a fridge, most expensive one they got, and throw it at the wall.

all that would do is set the top of the water on fire, i need something that will kill all the living things in the tank, not outside it

Get rid of the water. Just bleach.

dad never cleans the tank and it pisses us all off

Dude just drain out all the water and dump it. Don't waste time loving around trying to clean it.

I saw that picture and was like, "Holy crap is that a basement flooded with green water??" and then thought about why are they trying to remove mosquitoes instead of somehow draining everything?

And then, "Oh right. That's a fish tank."
