Combine AI is really good on well noded maps. Get them an NPC weapon pack that gives them more damage/accuracy, a weapon pack you want to use, maybe a combine reskin NPC to change things up, a battle cleanup mod to keep things at a decent framerate, and get something like the NPC Spawn Platform tool to give you and any friends playing with you a real challenge.

Running with Rifles has it since the offline feels like one of those mega servers you see with 64 players in certain games.

Quake 3 can fill the void if you want the bots to speak and respond to what you and others say.
