The United States has some of the highest rates of gun ownership, but random mass-shootings almost never seem to be stopped by vigilante gunmen. Why is that? Because people are less likely to pull out weapons when law-enforcement is en-route to the scene and expecting to come and shoot an ordinary-looking person with a gun. Nobody wants to try and be a hero just to be killed by the cops while doing it.
there are many ways as a legal gun owner to handle a situation like you described without being 'killed by the cops'. if you were to kill a gunman shooting innocent civilians with a legally owned weapon in order to prevent further loss of life, and you feel the situation is de-escalated, put your weapon on the ground with the magazine removed and follow any orders the police give you. if you really feel frightened for your life just lay down with your arms spread. many courses around me that offer conceal carry permits actually train you what to in the event you actually use a defensive weapon. i think this comes around to the debate of how well trained should you have to be in order to legally carry a firearm into a public place.
