when i call someone a weeb i usually mean it
it means you're being a loving freak about anime, like when people have anime profile pictures, their entire profile is in Japanese, and it says they live in japan but they are some american kid that let anime get way outta hand

The way I look at it is that they're passionate about their hobby. Weebs get weird about it but if they like anime it's a better icebreaker than talking about the weather or something :^)

The answer is nobody cares.
In many cases it's an obvious joke. In the cases where it's intended as an actual insult, it's just "meh, try harder"
It's been used over and over that it doesn't have any meaning; the "i can't think of an original insult" type insult
The type of people who are legitimately offended by it are probably the type of people offended by everything

Same thing applies to any fandom and its equivalent insult.
