If more than just the Duplicator is slow, do a clean reset of your internet. I had a problem with this a while back, and it solved it. Not saying this is an end-all solution, but it is something to try.

39 bricks should be instant. Restart your server and check for console errors maybe.

Sounds like an add-on. Post console log.

If I remember there's an add-on that constantly schedules itself, which slows down other add-ons that use schedules.

Testing a new way to upload saves to the server, might be used for saving/loading dups to the client in the future.
If both the client and server have new dup, this could also take over normal save uploading.
