Basically it'd be henade except more powerful. Right? If so, it will fail. But if it has some sort of gimmick like i dunno it could make everyone naked, give them halos, and make it so they can't use any of their items (like when you're in jail in space's tdm 4).

I actually like that idea. But how about this: it makes everyone naked and impulses them with an extreme velocity, has a mushroom cloud, makes all weapons unusable, and can destroy any and every brick in the radius.

Underlined parts response: Sounds like massive lag with a chance of server crash to me.

It also needs an anti-noob guard we don't want a noob playing with a weapon that could lag the entire server to crashing do we?

It won't lag because the particle wouldn't last as long, there would be only one, no camera shake, the radius will be the same as with henades, and the effects would be minigame only.
