Yooka Laylee is (from a design perspective) a much smaller platformer with more consistent art and gameplay. I believe the team working on that game is also smaller and newer.
Psychonaut's big thing is that each level has a radically different gameplay style and art style, which means they'll need more time and developers to pull it off. Double Fine is an established studio with multiple projects that has bigger overhead and thus needs more revenue to cover their bases.
I don't think most of the money is going to go to the game. Schafers probably going to keep it for himself.
