I'd imagine whatever program you're trying to run looks like it's written in Java.

Turn off that option in both programs (gmad/gmpublish), open up command prompt as an admin (right click), then try java -jar C:\Path\To\GMA\Creator.jar

try unchecking that box, or hitting that there all users button then unchecking it

You didn't change the path.
Instead of C:\Path\To\GMA\Creator.jar, use the path to where you run that java-based program.
