I think this happens because the game still exists on your computer with the .exe file, but since you have an account, with the CD key. Also the game is only refunded through steam, so you can't launch it through there.

Or something I dunno that's just my guess.

I was somehow able to buy an mmo through steam and then not have my account revoked because I am abusing how the refund system works

lol forget off, this was discovered by accident

On steam or somewhere else, because you still have an account, it isn't just cancelled when you refund it.

looked around and saw that people have dealt with the same stuff, and their key got deactivated after the refund went through
