The long existing Royal Parliament redefines the position of its head speaker and moderator, the Chancellor, into a more powerful role at the behest of Kaiser Friedrich Wilhelm II. The position is now given by the Kaiser but may be dismissed by Parliament at a 3/4s vote. He will serve as first minister and foreign minister to the Kaiser, effectively becoming the second most powerful man in the Empire. Friedrich Wilhelm II assigns his long time advisor, Wilhelm Gerhard Graf von Spee, to the Chancellery.
