Yeah, rule 11 got clipped off because of whatever the forget happened to the OP.

It was the "Spoils of War" rule where if you try to leave the thread when you are engaged in a war, you surrender your territory to the enemy unconditionally.

Also, leaving the thread does not void history retroactively, it only voids history going forward.  I will give three hours for those who left to reconsider their decision.
I've been busy since 5 rebuilding a transmission. Seeing as Swat 1 got his head screwed on straight again, for the moment I don't have any other gripes.
I mean you kinda missed the window, but talk to me on steam if you want to appeal.

Avalonian backed Arconian forces begin the fight to retake PNP controlled parts of Port de l'Quest following several months of softening the area by disruption and demoralization tactics.  Avalonian and CA Arconian naval forces aid in the attack by bombarding PNP controlled vessels, coastal defenses, and hard targets.  Avalonian regular forces, for the most part, remain away from the city to prevent the arrival of reinforcements, and the fighting in the streets is mainly carried out by well led, equipped, and trained guerrillas.

One Gespensten, Konrad Brahm, having distinguished himself both in the liberation of Regnee and the siege of Port de l'Quest is awarded a medal for honor after releasing over a score of prisoners he was unable to adequately feed, an act which inspired a watching platoon of PNP soldiers to defect to the CA along with a number of the prisoners, so awed were they at his humaneness.  These defectors are placed under his command, and form the beginning of the Avalonian Foreign Legion, a group of soldiers under Avalonian command made up entirely of foreigners (except for Brahm), which the ANA has approved the expansion of in future.

Avalonia begins to work on a real exit strategy from the Arconian Civil War, one that will both reestablish the legitimate regime of Arcon and satisfy members of the PNP, following its overthrow, that they won't again attempt to violently overthrow the government.  The current rough draft calls for the limitation of direct political power of inherited titles (limitation, not dissolution) in favor of a more representative system, and for Arconian nobles to improve their public image by using their wealth and power for the betterment of the lower classes, along the lines of how things are in Avalonia.  Although the specifics of the plan won't be made public until the rough edges are worked out, the general ideas aren't kept secret.

Avalonia's strong writing/reporting and printing fields keep the people informed of what that Avalonian government is doing in Arcon, and its motivations for doing so (not in a way that would compromise military operations), and the Avalonian government also commissions the printing of propaganda leaflets which are dropped in PNP controlled areas by airship (the improvement of which is continuing) in an attempt to persuade and pacify the population.  These operations are conducted at night, with navigation aided by good maps and navigators and signals from the ground by those sympathetic to the CA.  Due to the limited number and power of the airships, however, not too many leaflets are able to be dropped, and most of those dropped are not dropped far from the front.  A temporary military base in Arcon equipped to handle airships is constructed to extend the range of airship operations.

Côte Verte is the next target of the Romekate advance into the PNP.

As New Romekate requires time to lick its wounds, forces are to secure and fortify this line, and finish driving out loyalists in all land south and east of it.



When this is done, the military will begin to relieve divisions until only a solid defensive force is left in the occupied area.

Arconian rebel divisions are consolidated and sent west to aid Avalonia's advance.



Back in the homelands, the army begins large scale recruitment again. The goal is pre-war numbers, but there's no deadline to cause rushed training and strained supplies.

Vlast's Duma ratifies and adopts a national anthem for Vlast. "Deșteaptă-te, române!" is adopted as Vlast's national anthem.

The piece was originally a poem that was set to music around the time of the War of Liberation, the revolution from an oligarchic republic which Vlast draws its heritage, although the revolution would not succeed, Vlast's future citizens would be exiled to cursed desert to start again new.

The song is a slap in the face to the overseas power which Vlast's citizens originate, and celebrates the Partisans, revolutionary war fighters.

The Serisian government offers a deal to Vlast; they will offer up Seris's latest military technology in exchange for a complete military alliance and free trade, with minimal border control for the free exchange of goods and travel between the two countries. The deal also includes getting Vlast's institutions to a first-class standard and sharing whatever technologies either of the nations develop. There is one more condition, this alliance is not to be expanded to include other countries, and another alliance must be created if there is to be one that covers more than Vlast and Seris. Neither nation is to take preemptive offensive action unless the governments of both countries in the alliance approve.

Vlast agrees and welcomes its Serisian ally.

Serisian military officers help oversee the reconstruction of Vlast's military forces, including the provision of new weapons and ship designs, getting Vlast's industry up to speed with industrial plants and new manufacturing businesses (Serisian engineers and scientists looking for opportunity), and educational institutions. Serisian engineers also help with getting public works in Vlast updated to modern standards.

Seris suggests opening a joint-military academy as well.
