no you're right, I'm level 285 and reaper is my 8th-most-played hero but I rarely use shadow step as anything more than a speed boost out of spawn, I've come out of it and gotten immediately obliterated by some hanzo or junkrat or whomever I couldn't see too many times to feel safe using it for that
I wouldn't mind something like a second of mobile but non-combatant invulnerability, like when you're resurrected, to at least give you a chance to get your bearings before widowmaker headshots you
