think he's trying to make a point about pre-existing conditions, as if to say that people who actually know they need healthcare shouldn't be covered

So we should just assume people are dying? Seriously, come on dude. Obviously he means he's gonna research about it when adequate time has passed.
And how are you going to research it when medical records are tightly guarded secrets that aren't allowed to be datamined by researchers without explicit consent (Which no doctor is going to ask for after a family looses a loved one)

Estimations based on demographics are the best we have... We look at who has life-threatening pre-existing conditions who can't afford the treatments for said life-threatening conditions.
