tons of people there aren't even terrorists. that's the whole point of why it exists - it lives in this legal vacuum where we can dump people who we otherwise have no right to imprison. basically, just anyone we pick up on an Iraqi battlefield that may have been a terrorist or may have just been some goat farmer caught in gunfire.
