Just because a law says "any means necessary" doesn't mean that the cops can just mow down innocent, law abiding people and then justify it as saying it was "necessary". Contrary to what left media will tell you, the justice system still holds cops to a standard in this country and if they kill someone when it was clearly unnecessary to do so, there's no doubt in my mind that they'll be arraigned for murder or at least manslaughter. Not to mention that most of these sort of protests/riots the bill is referring to seem to always happen in cities where dems are in the majority of public office positions so they'll definitely call a cop out if he did something even borderline illegal.
