That's not the same thing. The removal of the quota means we no longer needed to bring in a certain amount of people belonging to a specific race, religion, etc. nowhere does it say that it takes away the president's power to bar certain classes of people from immigrating.

the legality of it may well be sound in that regard; logistically it's just absurd to restrict immigration policy based on national origin, etc. but then give the president the power to ignore any restrictions in place and create arbitrary restrictions of any type on their own via order with unfettered discretion and without congressional approval. i think that's a pretty reasonable thing to get confused about
