Why the forget would they test for drugs tho. Its impractical due to the amount of time it would take and how much it would cost to administer a test to EVERY citizen

Not every citizen, just the ones slated for jury duty. I don't think someone high on lsd would make a very good juror and I think the government agrees.

Drug testing jurors makes no sense. First off, it's not illegal to have drug metabolites in your system, so the people they would "catch" would just get a get-out-of-jury-duty-free card. I can guarantee you that I'd get high the day before every summons just to get out of it. Second off, drug users are by no means incapable of properly judging a person. After all, they are part of society right? The point of jury duty is to get a fair trial from the average joes of society, not the "upstanding citizens" or what have you. Obviously this doesn't extend all the way to convicted felons and such, but that's because they've literally been convicted of the worst type of crime. Having used drugs recently is not the worst type of crime, it's (as I mentioned before) not even a crime. Then, to top it off, the average cost of drug testing is $42 per person. Each year, each eligible citizen over 18 has about a one in twenty chance of being called. So, with 90% of people over 18 being eligible, that means that about 11,034,050 people a year get called to serve serve jury duty. After drug testing, the cost would be $463,430,000 per year. Five hundred million a year doesn't sound too bad, right?
