North Korea would lose any nuclear war they start. China would stop supporting them immediately. They could kill a couple million people, but only at the expense of their capital and everyone living there.

It's a millenia old city, that has always been a major city of Korea.

They could move the capital away from Seoul, but the city is still going to be a large metropolis home to hundreds of thousands of people.

It's not like the border was decided upon, and then SK decided to build a new capital city right next to it.
It's where it is just because of the way the line was drawn on the map.
