Yes, still very much possible.  At this point, though, the host or any admins able to edit minigames would have to have a GUI for the purpose of practicality.  I suppose you could use slash commands, but it would really make modifying these things far from user-friendly.

Something that could be interesting is if people could release their own soundsets and expansion packs.
