it means that britain has the final say in everything that goes on. historically, the system britain enacted in egypt was very similar to what they did in india: cooperate with local governments and administration to achieve similar goals to what would be done under direct annexation, while also avoiding the strain of direct annexation.

that being said if the local rulers failed to cooperate britain could've easily just cut their heads off and annexed the region

it's a messy affair, but the british don't own the land. egypt is an autonomous eyalet under the ottomans with supreme british influence due to soldier occupation; meaning if it wants to do stuff, it has to check in with the ottomans first who are then superseded by the british crown
