The reason I dismissed it is because you just said you wanted to annex them. That's not an action. You never declared war and they're not going to join you on their own.

These acts I am making are to return them to Mexico peacefully without having to fight. I believe these nations are simple buffer states between me and Colombia, and can benefit the entire nation of Mexico. If they do not want to return, I will put them in line myself.

Mexico is representing as the aggressor in a declaration of war against the nations of Central America. (the nations stated before.) Our case of war is to reconquer these territories that were formally in the first Mexican Empire and claim a new Mesoamerican Nation.

We are mobilizing a large army and moving towards Huehuetenango, then Quetzaltenango, Guatemala to occupy it.

Our main focus in these occupations is to not hurt civilians, and not try to cause destruction among towns and cities.
