After months of negotiations between the Qing dynasty and reactionary leaders, the drafting of a constitution begins to permit a peaceful transition into a constitutional monarchy. Foreigners are not allowed into Chengdu, where the convention is taking place, to prevent foreign influence on the convention. The constitution is expected to be complete by the summer, but military forces are on high alert in case of potential foreign attack during this time of vulnerability.
