As the century turns, hostile relations against the Japanese simmer down. As the new President takes office with promises of international cooperation, he agrees to host the World's Fair of 1900. It will be a costly project, but the prestige (which should more than offset the prestige from backing down in the Philippines) will be bountiful, and tourism may partially offset the cost.

Tension drops dramatically - 13% for the end of the Philippine conflict, 8% for the World's Fair host being chosen without argument. However, it will not decay over time while there is an active war.
