OBJ2BLB already exists but I currently do not have the link (A simple search could probably find it, I think PMing a guy name General also has his own version unless I'm thinking of something else)

DTS2BLB is going to be SUPER difficult to do, it's better do download the BLB plugin for Blender so any models you make can be converted into a BLB directly
