i permabanned him for doing his thing and we got a couple seconds of ddos-type lag, but then he got shut down or something

so he's made actual attempts of ddosing

Imo, it's a richard move for you to have a bias on people that host CRPGs, and just say that they are just "typical people who host a broken cityrpg". If the server has not been a CRPG, I feel as if your post would be vastly different.

a great amount of evidence would be needed to prove that someone was ddosing, you can't just cry wolf

Viso, Diggy, and bbs are some examples I can think of off the top of my head. So, again. It's not safe to assume that every CRPG that pops up is terribly administrated, or an iban edit.
