I am not script-savvy by any measure, but I can verify that this is true. The nature of the water, sky and ground environments are either there or they aren't. The only way to do this would be to divide it up where the air zone would exist, but this both something that would require modification of the way the game defines zones (as far as environment ones) and is such a huge complication, especially with the existence of many of these zones, that it is infeasible to bother with this method.
