because clone wars was the time between ep 2 and ep 3, if I'm not mistaken...?
Canonically Maul is still alive as of just before Episode 4, so possibly at the same time as Rogue One.
As far as I'm aware his death has not been confirmed in the canon. He could possibly be alive as Episode 7, although very old, at about 88 years.

what character, there is literally no story about him except that he has a dual lightsaber

And that's exactly why it would be cool to make an origin movie about him. They had a clean slate.

That would be quite a man-behind-the-curtain ruse, as Snoke's hologram looks nothing like Maul, nor any Zabrak. It would be pretty cool though.

I think the theory that Snoke is Darth Plagueis, Palpatine's master, who supposedly could create life/prevent death via the force, is more likely.
He was apparently betrayed and killed by Palpatine after Palpatine took Maul as an apprentice. But it's not impossible that he could have survived somehow.

They clearly have no direction with these new Star Wars movies. I don't see any traces of Ray or Kylo Ren, and they seem to be going back to old storm trooper costumes. And really? Another death star? Give me a break

They did say he was new, but that could just be them trying to lead us from that idea so it's more of a surprise.
J. J. Abrams did say there would be no Khan in Star Trek: Into Darkness, and then there was.
I don't really follow any theory to Snoke too seriously, but the Plagueis one is interesting.

If Maul had a cameo, or featured in Rogue One, or any of the upcoming Trilogy/standalone films, that could be great.
