About your problem.
Have you tried going to a friends house and trying there?
If it then works, we can be sure it has something to do with your network.
Maybe your router has a build in firewall you need to change.
Or your ISP blocks something.
But if I may believe your console log, it says something about "HTTP error 403"

Which may indicate to something like your account being banned?
I am not sure really, it could be something completely different too.
