click on alliance rankings at the top then scroll down til you see west african union

i would say the united states early game in latin america is probably less useful due to technology research being more important than the cheaper troops which your gdp cant support anyway and both pull from the same resource but i wouldnt change what youre doing due to stability hits

build hospitals and increase approval

free markets cant build hospitals and democracies only really need approval to gain stability assuming he is going full usa

read this guide and save for a factory

buy weapons with relation points

you want to get stability high because eventually it gives +2 free growth per turn which means you can support an army of 58k without paying anything except for food which isnt a problem
