Audacity is the tool for all your Looping Needs.

Mini-Guide: Go to File and import the Music you wanna loop. Go to Tracks and select Stereo Track to Mono, cut out the parts you Don't want. Change the Project Rate if needed, it will Make it worse Quality but Smaller Size.

This is a bad way of doing it.
You should cut off the parts you don't want, so if it doesn't loop the way you want it to you can quickly undo and adjust instead of having to undo all of it and start over.
