We're in the year 2016 and yet no one made an upside-down version of these default bricks?

This would be kinda hard to do.
Crest bricks and the road part of 32x32 roads for some reason thinks bricks are floating when you put them on top of them so it would be even worse with these inverted.

it's because the bricks are designed to not support bricks above them
when flipped it can be changed to not support bricks below them instead

Yup, you have to assign certain grid placements on the bricks, to do that which is easily doable.

OP: I think nobody made inverted crest bricks because they weren't in high demand so brickmakers saw no reason to make them.

you mean "fixed" like a cat is "fixed"?
it makes a bit more sense how roads were implemented to begin with, being unable to build on the smooth portion of the road
just like prints/ramps couldn't be built on
