Plenty of countries shut down the internet in their region.

Some countries will also put you in jail just for a tweet. UK is one of those countries. If you live in the UK and try to use "free speech" on twitter you'll go to jail.

That's not censoring. That's completely shutting it down. And then people are going to get REAL pissed off.
Censoring is selectively taking offline parts of the internet that you don't like, which putin does a lot of already (Mostly to criticism of himself), but it's mostly useless; you can extremely easily get around it.
