Says where?
The Norsemen were essentially tribal at this time. Denmark became an organized kingdom in the 8th century, and Norway in the 9th. It's not known when exactly Sweden became a centralized kingdom, but the 10th century seems to be the most common estimate.

Oh, you can adopt feudalism far sooner than that, of course. But you can't do complicated actions with vassals and such until you've adopted feudalism. To reform, you need to unify a region (i.e. Sweden), build up integrity to at least Stable, and then proclaim a kingdom. Then you'll get a fancy coat of arms and can institute feudalism.

I will also start implementing the feudalism.

The update may have to wait - I have some homework to do tonight, but I should be able to put one together tomorrow. I still might be able to do it tonight, but no guarantees.
