Yes.  It is a legal requirement.  They are literally forced by the state to admit unqualified people because they are black.

This is from the UK, but it shows the general sentiment in the world today.  Can you even imagine this being reversed?  The BBC would be burned to the ground.  Every bit of "systemic oppression" that you believe is happening to blacks is actually happening in reality in the opposite direction.  You don't even realize how privileged you are.
