go out buy some ice bags and put them against the back of the fan

This is actually a very effective method. You'd need a forgetload of ice to cool the whole room down for a short period of time, but it does provide temporary relief.

Also make sure that all blinds are closed. Open a window and put the fan inside the window to draw in cold air during the night, and then turn them around in the morning to draw out hot air during the day.
