they're saying to not conduct airstrikes onto areas controlled by syrian forces (see the deir ez-zor incident which resulted in the casualties of 60+ syrian forces who were surrounded by the islamic state) or else they'll make sure there's going to be retaliation against said aircraft conducting the strike this time around

idk i mean another cold war with russia could be somewhat beneficial to technology, but then again could cause ww3, or a nuclear war, but who knows.
