No, saying "meen wurds :(" over the internet should not be a crime. Sticks and stones may break my bones but words will never hurt me.

only if they intentionally incite physical harm like Self Delete or a mass shooting or something

not at all

that's like calling someone a poo-poo head and getting castrated for it

just being an starfish should never be illegal, but harassment always should be.

Depends.
If they call them a friend and they want to commit Self Delete because of one person calling them a friend that's natural selection.
If they intentionally Drive people to consider Self Delete then probably.

this makes sense

harassment is already a criminal offense, but offhanded aggression obviously isn't and shouldn't be. if you're doing anything with intention of harm, however, that would probably be criminal as well.

this

just think this is funny lol

I think it's very dependant on context. There are some sites, like 4chan, where that kind of thing just can't be patrolled and people should full-well expect what's going to happen there. But if there's targeted harassment, such as threatening emails/private messages, swatting attempts, hacking/personal data leaks and so forth, that's really when the law should step in.

I don't think we should be intentionally riling people up online, but I also think people need to do their best, if something offends them, to be the "better man" and try move on. People don't really get to choose what they're offended by (ignoring all the SJW twats who pick up and attach themselves to ridiculous concepts), but there does need to be better outlets for when you find something stressing than trying to start a stufffling or calling for a moderator to remove legitimate criticism/discussion.

Also, I'm not sure why, but it seems like Mr. Unicode has really grown into a bit of a prick in his last few posts.

No, but if it get's the point where you threatening to kill and "I know where you live" or something like that then maybe yes but still you can still block.

should have their ISP boot them off, or else harrassment charges (and even manslaughter if the victim is driven to Self Delete)
