I think it's very dependant on context. There are some sites, like 4chan, where that kind of thing just can't be patrolled and people should full-well expect what's going to happen there. But if there's targeted harassment, such as threatening emails/private messages, swatting attempts, hacking/personal data leaks and so forth, that's really when the law should step in.
I don't think we should be intentionally riling people up online, but I also think people need to do their best, if something offends them, to be the "better man" and try move on. People don't really get to choose what they're offended by (ignoring all the SJW twats who pick up and attach themselves to ridiculous concepts), but there does need to be better outlets for when you find something stressing than trying to start a stufffling or calling for a moderator to remove legitimate criticism/discussion.
Also, I'm not sure why, but it seems like Mr. Unicode has really grown into a bit of a prick in his last few posts.
