The thing cyberbullying laws exist to stop is electronically aided harassment. A normal 21st century life without access to the Internet is going to be difficult or even impossible for many people. If some starfish from your school or workplace repeatedly sends you harassing messages and follows you about to engage with you after you've clearly shown no interest in speaking with them (aka harassment) then it can be treated with the same way it would be if they had done so in person.

tldr; It's not designed to protect you against things you can simply turn off.

Almost all cyberbullying is via social manipulation.

* The person could be bullying someone not technically capable (who might not know how to block them)
* The person could be targeting them through many medians (making it difficult to block them)
* The person could be harassing you indirectly (like signing your email up for spam)
* The person could be spreading lies or personal information about you (like spreading your nudes)
* The person could be asking others to contact you with malicious intent (like posting your number on 4chan)

These are just a few scenarios in which a "Block" button does not help.

On the internet, you have more or less equal footing with any opponent.  If you're being physically bullied, you're probably at a physical disadvantage, but online, your ability to protect/defend yourself or retaliate is entirely on par with an adversary, and if you cannot or will not, no law can protect you, on the internet or otherwise.

That said, I think that mob violence against bullies of any sort could potentially be justifiable, so what do I know?
